A more cost-effective financing and delivery framework

WATER AND WASTEWATER

Our Municipal Asset Partnership (MAP™) is a collaborative, flexible framework used to help municipalities overcome challenges with financing. It also allows you to retain ownership and control over your infrastructure and prioritizes long-term stability for residents.

The benefits of working with Graham Capital

An equal partnership

When municipalities work with Graham, it’s a true partnership—joint project financing, delivery, and governance.

Municipal control

Municipalities retain full ownership, control, and long-term economic benefits of their water and wastewater assets.

Access to expertise

We provide financial advisory support and help navigating funding and financing streams while preserving municipal borrowing capacity.

Affordability

We provide affordability through efficient capital structuring that minimizes private equity. This alleviates upward pressure on rates, reduces private sector dividend payments, and returns surplus rates to the municipality.
